Input to decode_comb in deindex_lvq_SHB should be positive

It has been discovered and solved in sa4/audio/ivas-basop#719 (closed) . The problem happens in the function decode_comb() where a negative index is passed (which is not allowed). The issue happens when the index is on the border between leader classes.
