SBA order bits missing in OSBA bitstream

At some of the pre-rendered OSBA bitrates, the SBA input order is not transmitted in the bitstream. This can cause problems with the passthrough operation mode of the decoder. In this issue, I propose to re-introduce the SBA order bits in all OSBA bitrates.
