OSBA method X-over bitrate tuning

Currently, in OSBA, objects are always prerendered into FOA for BR < 256 kbps, respectively of the number of objects. The quality of the OSBA output can be improved if discrete coding is enabled already at lower bitrates. It was found that discrete coding is better starting from 96 kbps for one object and 128 kbps for two or more objects.
