Decoding to BINAURAL_SPLIT_PCM sanity check

Decoding to BINAURAL_SPLIT_PCM using

ivas_dec.exe BINAURAL_SPLIT_PCM 48 bit syn.dec

fails and returns:

Unable to open output split rendering metadata file xx

It seems that -OM parameter is expected and the error message should reflect this. Suggested print out:

Error: Output split rendering metadata file is not specified!

On the other hand, the decoder runs when split-rendering output metadata file is specified for other than binaural output configs, e.g. STEREO.
