SBA / Stereo items sound darker than input during 16kHz decode in CPE modes such as 64kbps (187)

HF-heavy content shows additional roll off of above 4kHz in comparison to input. This can be traced back to the output of the CPE decoder. It's also observed in Stereo modes.
