Output for main/tracked/combined orientation for the decoder application

Main orientation/tracked rotation/combined orientation of the decoder application should be written to text file.

Check those functions. If they are not exist, implement.

- IVAS_DEC_GetMainOrientation()
- IVAS_DEC_GetTrackedRotation()
- IVAS_DEC_GetCombinedOrientation()

Extend command-line to support file output for three types. While extending, use above functions to extract the data.

Relevant test cases to be provided by Nokia.
