CLDFB renderer and binaural_latency_ns parameter in split-rendering

The binaural_latency_ns parameter in function ivas_rend_openCldfbRend() is set from the ROM table regardless of whether the HRTF coefficients are read from ROM tables or a file. The case of reading HRTF coefficients from a file should be fixed.

Note 1: the function ivas_rend_openCldfbRend() was introduced as part of the split rendering feature in the external renderer.
