Clean up leftover 16 bit HRTF ROM switches

With the merge of !1706 (merged) the following switches are redundant and should either be cleaned out or moved under an appropriate DEBUGGING section:

• FIX_1123_CREND_16BIT_ROM
• FIX_1123_TDREN_16BIT_ROM
• FIX_1123_FASTCONV_16BIT_ROM
• FIX_1123_PARAMBIN_16BIT_ROM
