Leftovers in IVAS SID signalling

In the IVAS SID signaling, there are leftovers - pieces of code that became obsolete during the time. They correspond to the multichannel SID signaling (not supported) and SBA analysis order (now derived from the set-up).

The dead code could be removed for clarity. Moreover, a wrong SID signaling would result in a proper decoder exit.
