Create BASOP-compatible version of the smoke test

The smoke test runs all operating points in CI. For BASOP, some input/output combinations are still unsupported, so the script ci/smoke_test.sh needs to be adapted to run with the build from ivas-float-update. Ideally, add an input argument to the script to trigger basop-compat mode.
