[CI] Improve complexity graph presentation with split by levels

In !1971 (merged), splitting the complexity graphs by complexity levels was implemented to better track optimizations in the less complex levels 1 and 2. The presentation of the results could be improved, see MR comments.

To already generate the history of the split data, the MR will be merged first and graph improvements will be postponed.
