1-frame low-frequency Gap in comfort noise in stereo at 24.4kbps SWB with ltv signal

Running

./IVAS_cod -stereo -dtx 24400 32 ltv32_STEREO.wav bit
./IVAS_dec stereo 32 bit out.wav

produces the following output at 2:10.22:

There is a one-frame gap in this noisy part of the signal. I think this should be comfort noise output, but I did not verify this yet. This issue also exists in the BASOP float reference (ivas-float-update branch), but not when using the BASOP encoder (at least not at 31b60873 commit from ivas-basop repo).
