SBA CPE/MCT artefacts in 'Drums' vector at 48khz encode / 16kHz decode, 64/160/256kbps (189)

Artefacts can be heard in "Drums" vector around 1s and 7s, in certain cymbal clashes having a significant timbre shift and sounding different spatially. Tracked this back to the MCT decoder output, where in the affected sections, significant LF energy (<200Hz) appears.

This issue can be heard in SBA modes that CPE and MCT 16kHz outputs, e.g. 64, 160, 256kbps etc.
