Code does not compile with DEBUGGING, related to FIX_1119_SPLIT_RENDERING_VOIP

I cannot compile the current main 91d6421f with DEBUGGING enabled. Same result for both Linux/Makefile and Windows/MSVC. When I disable FIX_1119_SPLIT_RENDERING_VOIP it compiles again, so it seems related to the code within this macro.
