Port BASOP issue 2179 - JBM 16kHz decoding issue
This is porting of a bugfix described at sa4/audio/ivas-basop#2179 (closed). The issue was in a mismatch of internal buffer lengths and corresponding pointers for the second channel at 16 kHz JBM.
