Harmonize non diegetic panning law in ISM and renderer
Basic info
The panning law for EVS mono bitstream decoded to stereo has been changed to fix issue #1530 (closed). For non diegetic ISM object and for the renderer, the panning law has not been updated.

./IVAS_rend -i mono.wav -if mono -o mono2stereo.wav -of stereo -non_diegetic_pan 0 -fs 48
./IVAS_dec -evs STEREO 48 mono.64 mono2stereo_evs.wavmono2stereo.wav and mono2stereo_evs.wav have not the same level. Same for ISM.
