Temporarily bandlimited output in SBA and Stereo (162)

After some bandlimited speech segments followed by a fullband percussive sound, bandwidth continues to be WB for approx. 1sec after the onset of the FB content. The issue has been been observed in 256kbps, 384kbps, 512kbps HOA2 and MDCT Stereo with WB/FB noise bursts. This is suspected to be related to the bandwidth detector (BWD) in the core codec.
