Problem in ISM bitbudget distribution in inactive frames

A recent test revealed a problem with subjective quality in ISM at the highest bit-rates.

When debugging the problems, a bug in the bit-budget distribution in inactive frames in ISM format was identified for cases when st->tcxonly = 1, i.e basically at all highest bitrates.
