Use zero tolerance for test_sba_bs_enc and test_sba_bs_dec_plc

When comparison to reference is done in test_sba_bs_enc.py and test_sba_bs_dec_plc.py tests, a small tolerance is allowed. The reason for this tolerance is now outdates and so no longer needed. We can now remove this tolerance and make the comparison truely bit exact
