Highest bitrate limit in ISM format

So far the maximum bitrate for ISM format coding is 256 kbps for all objects.

It is proposed to increase it to 512 kbps. A motivation for it is that 512 kbps bitrate is mentioned in the Design Constraints and to accommodate the metadata bit-budget that might significantly increase as a result of the ongoing MD discussions.
