Update of (C) header

As the year 2023 has started, the Copyright header in the source/script/readme files of the project should be updated. I am just not sure whether it fits better

   (C) 2023 IVAS codec Public Collaboration with portions copyright Dolby International AB, Ericsson AB,
   ...

or

   (C) 2022-2023 IVAS codec Public Collaboration with portions copyright Dolby International AB, Ericsson AB,
   ...

Similarly, the header
