Clean out 20ms binaural rendering leftovers

In #107 (closed), the default Binaural Renderer mode was set to 5 ms. Consequently, the command-line option -force_subframe_bin similarly as some code in parametric binauralizer (ivas_dirac_dec_binaural_functions.c) are obsolete and could be removed.
