[rendering] Contribution 036 : SBA HRIR Update Tasks

To complete the integration of contribution 036 the following tasks must be completed/reviewed (I tried to tag relevant persons, please redirect if required):

• CREND (@emerit)
  • Update ROM Tables
  • Enable loading of different tables based on ambisonics order
• FASTCONV (@tamarapu and @emerit)
  • Update ROM Tables
  • Enable loading of different tables based on ambisonics order
• Update HRTF Binary file reader/writer with the necessary changes (@lefort)
• Review whether ParamBin ROM Tables require an update (@pihlajakuja)
• Update Python scripts* (@treffehn)
