Copying to PCM in pyivastests broken when not using -U

Removing the dependency on the AFsP tools apparently broke the copying/conversion of input wav files to pcm files when the shortening option (-U) is not used. The files in out/pcm/ simply have zero length and no bitstream is produced which failes all decoding.
