Clicks in IVAS_rend TD renderer observed in Nokia ISM3 test

In the ISM3 test conducted by Nokia in March/April 2023, there were clicks observed when running the IVAS_rend. This may be explained by that the filter interpolation handling changes in the metadata is not active for smaller changes in the metadata. A first tuning proposal would be to increase the use of the filter interpolation even for small metadata changes.
