HO-DirAC bit rate switching: metadata buffers are not reallocated correctly

(Generic issue template) HO-DirAC uses a short buffer for metadata in the DirAC handle, this is not reallocated correctly after a switch from a bit rate with decoder side DirAC parameter estimation.
