MASA hits assert in check_ind_list_limits at bitrates 160k-256k

Bug description

The limits for encoder indices in MASA seem to be a bit low at least on bitrates 160k-256k. Based on discussion with @malenovsky this should be adjusted by running a large set of input files and finding the minimum.

As the situation is, not all input files work for these bitrates. We are working on a fix.
