Decoding MASA using JBM variable speed crashes

Bug description

Based on git bisect, commit 807246f5 has introduced a segmentation fault for MASA path of JBM. The crash happens in function IVAS_DEC_GetBufferedNumberOfSamples. Seems that hTcBuffer is NULL in frame 0.
