Bandwidth in 1ISM at 24.4 kbps

The audio bandwidth in 1ISM at 24.4 kbps operating point is by default SWB while the codec is capable to deliver FB. Moreover, EEVVS supports FB at 24.4 kbps.

It is thus proposed to change the default audio bandwidth for 1ISM at 24.4 kbps from SWB to FB. The same applies to 2ISM at 48 kbps, 3ISM at 80 kbps, and 4ISM at 96 kbps.
