MASA 2dir metadata coding at 384 encodes wrong data

Bug description

It seems that at 384 kbps, the HBR MASA coding does not move the second direction data to correct bands before encoding (or decoding) it. This results in somewhat randomly coding less important data instead of more important one. A fix is incoming.
