Reverb not activated for discrete and parametric ISM

Reverb was deactivated for discrete ism after MR !673 (merged)

Reverb for parametric ism is missing.

Running

IVAS_cod.exe -ism 4 NULL NULL NULL NULL -max_band fb scripts/switchPaths/sw_32k_384k.bin 48 speech48_4ISM.wav bit
IVAS_dec.exe BINAURAL_ROOM_REVERB 48 bit out.wav

results in a file with no added reverb.
