UNCLR mis-classifications in noisy speech stereo

There have been some mis-classifications observed for artificially-created stereo speech samples with background noise. The UNCLR classifier triggers the LRTD mode at 13.2 kbps and 16.4 kbps on several active speech segments leading to low quality.
