Warning when linking lib_util/head_rotation_file_reader.h

The warning appears only on the Ericsson windows runner but not the Nokia windows runner. This is might be due to mismatch in minor compiler version between the two machines.

head_rotation_file_reader.obj : warning LNK4221: This object file does not define any previously undefined public symbols, so it will not be used by any link operation that consumes this library
