Script to prepare code-delivery to SA4

Add a script to prepare the code-delivery to SA4.

The script should especially only include the necessary and files and directories and remove any debug-code from the delivery.

@malenovsky, @jelinek: What should we do with the files/includes from wmc_tool (i.e. lib_debug/wmc_auto.[ch], the various #include "wmc_auto.h" and #define WMC_TOOL_SKIP/#undef WMC_TOOL_SKIP? Should these stay in the code?
