PCA bypass command-line option

There is still present a development encoder command-line option

-bypass mode : SBA PCA by-pass, mode = (1, 2), 1 = PCA off, 2 = signal adaptive, default is 1

I think that for the final solution, this command-line option should be removed and the role of PCA clarified.
