WMC_auto missing from OSBA dec

Bug description

The header wmc_auto.h is missing from ivas_osba_dec.c. This has the obvious problems for complexity measurement but more critically, this currently silently fails codec smoke tests which have not reported sensible data since merging OSBA to main (including OSBA merge pipeline). Thus, this should be added back and then all possible problems fixed.
