Framework maintenance 2

Framework maintenance 2 consists of:

• correction/improvement of comments
• editorial changes
• line alignments
• remove unnecessary condition before ivas_render_config_close()
• remove "foa" from remaining SPAR function names
• unify 'pState' and 'hSpar' handle names; use the proper handle name as much as possible
• replace parameter name 'codec_mode' by 'enc_dec' where appropriate
• add debug file 'res/ivas_total_brate.dec'; under DEBUG_MODE_INFO
• harmonize comments: use consistently "signaling" instead of "signaling/signalling"
• replace 'const uint16_t t_design_11_size' by '#define SBA_T_DESIGN_11_SIZE'
• use existing function ivas_sba_get_nchan() wherever possible
• simplification within FIX_I68_MC_REVERB_FOR_514
