LIB_REND_FIX_HRTFPARAMBIN_MEMLEAK switch

Two instances of LIB_REND_FIX_HRTFPARAMBIN_MEMLEAK are present in the framework (incl. SA4 delivered code) without a corresponding enable/disable status. The related code seems to be related to the commit in SHA-1: e091241d (API_5MS changes).

The status of the switch needs to be clarified.
