Evaluation of LSF secondary channel re-use mode

Creating a setup for evaluating the impact of the of the "re-use" mode of the secondary channel LSF encoding for stereo. A corresponding branch is created for evaluating the spectral distortion and identifying the frames where the re-use mode is activated.
