Update to the new version of the WMC tool (v1.5)

A new version of the WMC tool (v1.5) is now available at https://github.com/malenov/STL/tree/dev/src/wmc_tool. Before opening a pull request merging it to the /dev branch at the openITU/STL reposittory it needs to be tested in the IVAS codec.
