OMASA 2TC and FEC crashes

Bug description

OMASA with 3 and 4 ISM with 2TC and at 96 and 128kbps crashes with FEC. Probably not related to OMASA since the crash seems to happen in the core decoding.

Ways to reproduce

The config should use the ltv.

./runIvasCodec.py -C OMASA -x "_b96" -p cfg/of/your/choice.json -D="-fec 15"
