Move ivas_td_decorr.c to lib_rend

Looks like ivas_td_decorr.c is part of lib_com currently. I do not know the original reason why it is so but to me it seems that there is nowadays dependency only from rendering functions. Thus, this should move to lib_rend to correctly assign PROM only there and not in common parts.
