SBA improvements at high bitrates with HOA input

Spatial loss has been observed even at very high SBA bitrates with HOA2 and HOA3 coding modes. Issue is most obvious in certain complex scenes like rain and wind. Issue is persistent even at very high bitrates like 384 and 512 kbps. This ticket is to fix these issues.
