ParamUpmx MC binaural decoding uses 20ms frame length

This is a follow up of #857 (closed).

The ParamUpmx MC decoding to binaural output uses the function ivas_td_binaural_renderer(). It seems to me that this is a leftover from decoding paths unification days and the function ivas_td_binaural_renderer_sf() should be used instead.
