Bug description

A BE test between 5ms and 20ms rendering with the limiter disabled shows differences for McMASA at 13.2kbps and BINAURAL, BINAURAL_ROOM, BINAURAL_ROOM_REVERB

Ways to reproduce

Disable the limiter by adding

#define DISABLE_LIMITER

to options.h

Run McMASA (any LS format) with both -fr 5 and -fr 20 for 13.2kbps and for any output format of BINAURAL_ROOM, BINAURAL_ROOM_IR, and BINAURAL_ROOM_REVERB and compare the outputs.
