Fix for incorrect internal_config when output format is HOA2

Currently internal_config is set to HOA3 in ivas_renderer_select() even when output format is set to HOA2. This leads to incorrect initialization of DirAC state. With this fix, the internal config will be set to output config when output format is HOA2 or FOA.
