Binary file HRTF coefficients not used in ParamBin

Bug description

It was noticed in MR !1337 (merged) that the binary format HRTF coefficients are not actually used in ParamBin HRTF processing and instead the ROM table defaults are always used. The data is already almost there so the fix is not too complex.

Ways to reproduce

Use a different HRTF set with binary format and notice that no change happens.
