[characterization] Loudness normalization for JBM conditions buggy

The loudness normalization factor for JBM conditions is computed by calculating the gain factor from the non-error condition (unmodified bitstream).

The fix for #76 (closed) overlooked this and there can be an error when processing JBM conditions.
