[characterization] Background noise mixing for OSBA does not work correctly

The background noise mixing for OSBA fails when supplied with a noise file that has the SBA part with objects part zeroed. The failure is due to the search for a metadata file. It needs to be checked whether this search can be skipped or a zero metadata file can be successfully used.
