BS.1534 Configs for Ambisonics: EVS processing by mistake on full HOA signal

As reported by @jtorr : For the BS.1534 configs, EVS is processing the full Ambisonics signal, not limited to FOA only.

In addition, I would also propose to rename the key sba_format to sba_fmt to better match the other keys.
